I have a note card that was bill Clintons for a speech he did in 2008 while campaigning for Hillary, I know this to be 100% authentic but I was curious on the value or desirability level of something like this

If authentic, and I will assume it is, that's a really cool item, given that these were Bill Clinton's own notes for a speech. If the notes were signed by him, that would likely make it a pretty valuable item, especially if you were able to prove that these were his notes for a speech to help put his wife (and himself) in the White House. Unfortunately, it's not signed by him. So first off, if you hope to sell it, I think you almost have no choice but to get a major TPA to authenticate it, saying that these notes are in Bill Clinton's hand.
If you could somehow tie it to a specific speech and get it authenticated, you might have some decent value. But since you're unlikely to be able to "prove" what speech it is from, if you get an LOA from say PSA/DNA, and that's it, it's tough to say, but maybe anywhere from $200 to $800. I'm just speculating, though.
