This is likely nothing that advanced...

Someone simply printed the signature onto the photo using an ink or laserjet. Very easy to do with a clean background. At first glance it may look like live ink because the signature is "on top of the surface of the photo." But closer exam should show it's not truly hand signed.

Sounds like laser ink transfer paper. Those can look very close.
