I have to agree with the others.  Although the "Ringo" portion was done well, the "Starr" is not consistent with his signature. Don't think it's an intentional forgery, but as Ballroom said, most likely secretarial IMO

The envelope is postmarked Nov.15, 1963. Here is a nice set of all 4 from Nov.21, 1963. Compare the 2 Ringo's...
