It all appears to be in the same hand. A list of people with royal titles and ambassadors. Perhaps someone was noting attendees to an event?

I love seeing piece like this. Very nice handwriting and I agree with Steve. Same hand. Signature appears to read H. Payne on the top and Rosita Forbes on bottom. Interesting.
