I don’t have a question about this particular item but instead about the COA. Who is this company and what are thoughts on them? It seems there are a couple companies that go by piece of history or pieces of history, etc.

JUst a quick look at sellers offering shows some forgeries...that cert does nothing for me.
Not to be confused with autografica, which is a very credible UK authenticator.

This COA has nothing to do with Autografica, which is Garry King in the UK. https://www.autografica.co.uk/, or as far as I know the UK autograph show that hasn't run for a while, autographica.co.uk.
I don't know which "Piece of History" this is, if this one is even in business. The autograph is not real though.
Ray Charles was once quoted as saying....... " I didn't sign anything I could not see." So because Ray is blind it's safe to say anything signed by Ray is not real!
What you said it largely true. Ray signed a few things but they are crudely formed printing. I owned one once.
None ever looked anywhere as near as polished as the one in the link.
I had no confidence in the signature and the COA looked very amateurish but the names pieces of history and Autographica rang a bell. Sounds like multiple companies have used variations on each.
The thing with this seller is like many-some good items mixed with junk.
Yes, most business names have been used over the years.
The seller's inventory looks mostly questionable to me, but you're right, there are a few real ones, too.
