random update, 2 years later a brand new signed picture showed up for no reason, just tossed in a letter sized manilla envelope and couple pieces of white copy paper stapled around it (and yes the photo managed to get a staple or 2 on a couple edges)

No idea why they sent a new one, but if anyone is looking for a Chubby signed photo, appears they are still doing them. I now have 2 personalized ones with different dates.
