I believe unless I have my Richard Bonds mixed up this Mr. Bond is considered an expert on sports autographs and game used items. I don't get the impression that his expertise is in Elvis or any related field outside sports. And so may I say that I think he's struck on this one.
I would not purchase this item.

That COA isn't substantial provenance, Gio. I don't know Richard Bond, if he worked for PASS-CO, that speaks highly of him.
I don't believe PASS-CO is operating at this time, but it was a small, respectable authenticator. Scott Winslow is or was one of the owners, and he's a respected dealer. They handled mostly historic autographs.
The autograph is signed on a coated cover, so the signer had to dig his pen into it or the ink would have skipped.
Get at least one fresh expert opinion before you buy or bid.
Isn't it odd that Elvis signed a Texas booklet? He lived in Tenn., but worked quite a bit at that time in Las Vegas.
I missed the story of the Texas Hwy Patrolman getting the autograph when Elvis was in Houston. That's a good story that may be true, but it's not meaningful provenance.
The name the officer and the trail of ownership history would be meaningful provenance.

How does the stamp help? I can't quite see it. To me, this is like Bond winning an autograph contest - nothing to do with the signature in question. The COA has the word "authentic" in it 5 times? It is the bottom of the "E", the slant/nature of the "l", and the "res" that I am looking at among other things. I'm no Elvis guy and wanting to learn.
