Is there any way this is authentic? Has anyone heard of Reel Hollywood?

Nobody said anything about forgery. What was said is that the Stan Lee autograph appears to be a little off, but it is difficult to determine since he signed something that is not entirely flat. It is also very clear that your Robert Downey Jr. autograph looks nothing like 007’s. This is not the place to get something in writing. Have the item authenticated by a TPA. If it fails, make a claim with the autograph dealer.
Absolute certainty is exactly what you will NOT get from any sort of quick opinion.
You can use Beckett’s signature confirmation for $10 a signature, they will get back to you within 48 hours with a unlikely to pass full authentication or likely to pass full authentication, at least then you will have proof of a professional TPA stating the item is likely not authentic, have you tried contacting the seller directly and ask for a full refund? When it comes to autographs it’s always a case of he said she said, meaning it’s one persons word against the others,

If the seller fails to reply, it is a red flag.
Why not a SNAD sort of thing like JoeW suggested?? Is more necessary? Will a CC company care about a "likely" determination from a Quick Opinion/Review from a scan? I wanted to try a Signature Review for fun and none of the folks on the phone (I had a question about procedure) even knew they offered the service. Is this "throwing good money after bad"?

Not even close.
If you have concerns about authenticity you can get your money back if you request a return timely. First, if you purchased it on eBay immediately do a return request for an item not as described. Even if the seller has a no return policy.
If that doesn't get the seller to accept the return next try Paypal if you used them to process the payment. If eBay doesn't force the seller to accept the return file a dispute with Paypal. Finally, if you paid by credit card and neither eBay or Paypal gets your money back dispute the purchase directly with your credit card company.
95% of the time buyers win disputes. Sellers are at a distinct disadvantage. You don't have to prove a thing except you are unhappy.
Update .. I have sent it to Beckett, now I wait. My credit card company just asked for another opinion to counter the he said she said . I did file a return request with eBay. Thanks for all the info
