Hard to know for sure without seeing photo in hand because the whole thing could be a high quality photo copy of an original. That being said, if this is not a one off copy, it appears to have a handwritten inscription with pen (live ink) instead of printed with photo. So not a preprint but could be a color copy of an original hand signed photo. Also inscription and signature look faded from display in sunlight. That’s why it needs to be examined in person. It’s a whole other matter if it’s signed secretarially or old forgery. 

Makes me sick when people hang autographed items in direct sunlight. 

I have seen some horrible things. I wish people knew better. 

Based on the toning pattern I'm guessing it was framed and the top was glued down.to the mat or backing and then had to be trimmed.  Could be a faded live ballpoint pen inscription.
