I agree with Michael.  The paper appears to be older than the ink.

Bright felt tip pen on old stained paper.  I would have expected him to use a fountain pen or maybe early ballpoint, not fancy-colored felt tip.

it was signed in the netherlands and the seller is given me all the info and he was there when this paper was signed by louis. but for me it doesn't look genuine to but what could be happening after a concert? it looks like a shaking hand but have decided to let this one go ''thanks for your opinions''.

Good call, Rob.  It would have probably ended up being a disappointment down the road.
