Have a friend who owns this and he is trying to get me to buy it. It's from the 1972 North Carolina State Fair and is one of 75 they gave away as a raffle, I believe. Any thoughts on authenticity or what I should offer him?

Presuming it is not some sort of print, it is authentic in my opinion. 

The Apollo 11 inscription adds a premium as he did not add that often and rarely after the early 70s. That said, it is faded slightly and appears to be signed on the matte and is not actually a signed photo or print. This detracts and essentially turns it into the same calibre as a signed card in my opinion.

You know, I never even saw that. Yeah, if he just signed the matte, then it really is just a signed matte. Thanks for the opinion.

It's still a desirable piece and presents well. I just wouldn't pay as much as I would if it were actually a signed print.

I'm struggling with an offer. Not sure how much the fading discounts it and what a signed card is worth.

It's not badly faded and the Apollo 11 inscription is a plus. If the print and frame are nice, maybe offer around $1,000. It would be a good deal for you, but it's not super lowball considering it is a signed matte and not an actual signed photo or print.
