New COA law in California????

Can anyone explain this crapola ??

Copied and pasted from an ebay sellers ad.

Item includes a Certificate of Authenticity.
COA contains all the details regarding this item (location and date signed, etc).
This COA is legal and in compliance with State of California Law AB-1570.
*According to the NEW law, any third party COA or authentication is not valid and will not be recognized within the State of California as authentication.*

A Calif dealer needs to supply their own COA identifying the source of the autograph, sign it, and other conditions.

Third party COAs are a separate thing. They are no different than before.

A dealer who sells a forgery now can be liable for 10-Times the price paid for the autograph, plus all legal fees and costs.

I know the law is in effect, but I haven't seen any change in business practice among the dealers I know here in CA. Seems business as usual.

Actually, I just found out that the law was just changed again in late October, by AB 228:
