Opinions/Appraisal Please. Bob Dylan Signed Album

Hey, very new here. Title pretty much says it all. I bought this memorabilia  in 2012 in San Francisco, CA. Just moved and when I was re-hanging it I realized I could do without it. Super curious what you folks think about A) Authenticity. it did come with a COA ill have to dig out of my garage. B) Value. Thanks in advance for any help/suggestions any of you more experienced members may have.

Dang not going to lie this is a bit discouraging. Id hung this in my house and been proud of it for years, im a huge Dylan fan. COA is from Drew V max.
