It looks like an attempt to copy Walt's signature.  It just seems to be missing something....but I could certainly be wrong.  Here is an example that I owned a number of years ago.

This is an interesting item.  We saw it over at Autograph Hounds as well.  A bit more affirmative of it being OK from the members there. 

I was hesitant to give an opinion as I am not qualified on Disney, but several other members over there thought it good.
