I'm likely just overthinking this but I want to be sure. I am positive that Dolly signed this but is the inscription "To Foods" or something else?

Jools?

Thanks, Dan. I found an example of her "J" and it's likely not that. It would make for sense to me if it was Jools.

Good to see. It does look like Fools as you say unless it's Fords but looks more like Fools

Could the second image be "To Gene"?

This second one is supposed to be signed to a "Jean" although it does look more like she signed "Jane" or could be "Gene".

Jools? Fool and Foods Don't seem likely.

The personalization is odd. It's an interesting piece in a number of ways. This has been discussed a few years back when I first acquired it. I own the original drawing signed by Dolly and the artist. Back in 1987, the artist and Dolly teamed up and produced 500 copies of my original. Then she must have signed the original "To Foods or somebody". I will show you my original along will one of the 500 copies which were signed for charity.

The original:

The lithograph:

I'm still trying to figure out who it is signed to.

Actually, there is a Jools Holland to had a show in the UK which featured music artists. Guests included Paul McCartney among other big names. Not Dolly as far as I know. He did fly to Nashville and produced a show which included Dolly.

With that said, there is nothing to attach this specifically to Jools Holland.

Jools Holland afaik still has a music show in the UK - he had the Tube on channel 4 in the 80s (more Punk / indie type artists I think though) then Later on BBC2  from 1992. Only connection with Dolly I can find is her appearing on an episode of a radio series he did for the BBC world radio service, as recently as 2018. https://www.bbc.co.uk/programmes/w3csxykv

Might either be a business or someone's nickname.

Distinct possibility. I do know this was sold in an estate auction near Knoxville, TN at an estate auction of a former Dollywood employee. Not much provenance other than that.
