The signed card is Topps Finest, it is in a frame with other pictures

The card is worth about $50 to $75. There are many variations available of that particular card from the 2013 Finest set. What it is worth to you depends on how much you think you should pay for the presentation. I'm sure there is more cost in the frame/mat job than the autographed card itself.

That would be high in my opinion. But keep in mind, customer framing and mat work is expensive. Personally, I would consider paying $250 to $300 for a well presented custom framed presentation if it included an autographed item that really stood out. Like a really great 16 by 20 photo. Personally, I would't spend hundreds on something where the autograph is on a card. I'd rather have the card for $50.
If I really wanted a Fernandez for display, I'd personally go for something along these lines. But it's personal preference.
