I’m not sure what you mean by what the picture looks hand drawn.?

But, in my opinion, the signature and dedication are authentic. Assuming it’s not a copy of the signed photo

The picture it looks like it's kind of hand-drawn but yes it's all real signature with real ink

It’s an old age photo with a personalization. In all honesty… In my mind this is a $20 item.  The vast majority of collectors are going to want  unpersonalized and a playing days photograph.

The signature is authentic.  You can get a very nice game action photo with a very nice signature for between $25-$50.  The photo you are showing with the personalization is not worth much, like Steve said $20 maybe less.
