Help in Philadelphia needed - Small Claims Court

I bought some signed items from an auctioneer in Philadelphia then when PSA examined said bad. notified the seller and returned the items with his permission. he claimed to have sent me in October a refund check for $1600 but I never received it. then, in January 2015, he sent me an empty USPS Priority envelope. So, now it is time to take him to Small Claims Court in the City of Brotherly Love. but, I get no response from the courts there. and, I live in California

the Court House is:Philadelpia Small Claims Court 1339 Chestnut St #1020 Philadelphia, PA 19107

His business is located on 18th St South.

the assistance I need is where can I find the filling papers and ???

i mailed the demand letter to Frank Prisco with a date of 4/21/2015 for repayment of my 1600.00 refund which was ignored. please send me or advise me on what information or papers you might have that could help me...i haven't had much luck so far with the court system in Philadelphia. thank you, Mike

This (and the information included regarding contact info for service, collection etc) may be very helpful to you. I recently sent back a photo they claimed was a type 1. Could not pass PSA they agreed to a refund its been 2 months they stated I was refunded thru Pay Pal no funds ever transferred to my account. I have an email they would send a check they will no longer talk to me. I have opened a case with Auction Zip and Pay Pal. They are claiming they have receipt of Payment which I asked Auction zip to provide as I have all my bank statements and Pal Pal Statements of no refund.

I just received paper work from PA to bring them to court for fraud. I am suing for the full $12,000 that I am allowed. If anyone has any more information regarding non payment please contact me and the result of the case in court. I also want to bring this to Auction zip and Live Auctioneers attention.

They need to be shutdown they are scamming buyers.
