I think you're right. The handwriting looks nothing like his. The signature has a slight resemblance but is clearly not his either in my opinion.

I agree with Steve, I am positive it is not Reagan's handwriting or signature. At first glance, it appeared it could be Nelle Reagan's handwriting (Nelle often responded to fan mail for Ronald during his acting career) but after studying certain characteristics and judging by the date Id have to rule Nelle out aswell.
