can anyone say from who the signatures are and of they are real?

Looks like someone wrote and crossed out - "PMagarto" and "Beatles"  Nonsense.

It's not genuine.

Most likely the owner of the record was a fan: it's not signed to fake Ringo's signature as much as it is to mark ownership by tagging his favorite Beatle.

When we had record parties back then, these 45s could easily get lost (or stolen). Tagging (writing) on them helped prevent that.
