No, these are from eBay. They're on Kodak paper if that is any hint of these may be TTM.

For comparison here's a Jimmy Carter I got in person during his 1996 book tour in Denver.

I don't like these either. Right away they just look off. Flow is wrong. Angles don't seem right... Also, while his R usually doesn't connect to the T in Carter, when it does, ive always seen the continuation of the R wrap in front of the T before the T starts... When there is no continuation the T has a hook on top coming from the right. These examples you show have the hook coming from the left. 

I'm not sure if this has always been a trait of his but im used to seeing it whenever I've checked his autograph over the last 25 years or so. If I was in the market for a Carter, I'd stay away from these

Interesting info about the hook on the T. I will keep that in mind in the future.
