William McKinley autograph for review

Hello

I came across this document and thought I would get your opinion.  It is a land grant signed twice by President McKinley.  The two autographs seem to me to be in differnt styles.  Also I think neither is an actual hand signed by the President, but possibly a secretary done.  Please let me know what you think..  Is either his signature?

Thank you for the help.  I assumed they must be secretarial or office staff....  Neither one of them matched any of his signatures I could find.
