I have run into a new kind of fraud on eBay, at least to me, where the seller or vendor instead of using the shipping label eBay provides they purchase a shipping label online and attaches it to an envelope and addresses it to an address somewhere in my city (not me) and when I start a claim of item not received the eBay rep. after filing my claim suggested that I contact PayPal as well, after contacting PayPal following the claim on eBay PayPal filed a claim and eBay automatically closed my claim with them and made it ineligible for me to get my money back and unfortunately PayPal system only goes by the tracking information so since it states that the item was delivered, I can’t get my money back even though eBay has removed that vendor from the platform for fraud because I was not the only one they did this to.

I made your title more specific.
Call both Paypal and Ebay rather than going through the online claims process. I find they usually side with the buyer if you explain what happened.
