Just by reading it the second one looks like Joseph L. Cohen. 

It might help to know who else signed the book.

Some of the others in the book are.....Gary Cooper, Gloria Swanson, Adolphe Menjou, Jack l. Warner, George E.Stone, Joe E.Brown, Mary Pickford, Jack Oakie, Rod La Rocque, Marion Davies, Madeline Carroll, Warner Oland and others.

The La Rocque is dated 1930.

I too thought one of the signatures is Joseph L. Cohen but I can't find out any info on him.

I have not got it yet. The auction is in 1 weeks time. They say there is 31 autographs in the book and one is the captain of the Queen Mary so possibly signed on the voyage. Gary Cooper and Mary Pickford  travelled on the ship during the 1930's  . Both are in the book.

Sir Arthur H. Rostron 1940 (Relief/Consultant) This is the one you want - CARPATHIA/TITANIC!

G. Gibbons 1940–1942

C. G. Illingworth 1942–1945 Also served aboard Mauretania in pre WW1 and on/off until 1934

James G. P. Bisset 1945–1946 Also a Mauretania Commander in WW1 1915

Based on the way the dates are written I'm guessing European.
