Ill toss another out there... however this seem to be wrote in two different markers and I recieved this from my grandfather who said it came from the convention

the funny thing is ole GW really wrote "to Jack...." and the card was pre signed.

That is not GWB's handwriting. It is secretarial over a preprint or Autopen.
