Im not sure BJ. I believe he doesn't want items to be lozt in the mail, whoever how long that he hasn't issued coa outside the us, i dont know.
Maybe he should state that on his website incase people want a coa can use psa instead.

the other bit that was cut off sold for around $1500 best offer on e bay from the same seller and a flipper in the UK is trying to sell it for £2500 but it looks like crap as a small cut on a black and white page it wont sell in a million years for that ,this photo cut is the better piece but its quite small and nothing on e bay sells for top $ he paid a lot for the original double signed page from Roger Epperson i dont think he will get much more than he paid despite the cutting and chopping
