Was MEGA MEGA thrilled to have just won something I really wanted , just paid for it and now seller says he has just been informed that paypal will not release funds for 21 days and suggests I pay by bank wire or he refunds

Clearly, as naïve as I am and as much as I want the item, I can't risk paying by bank wire ; - but does anyone know what would prompt paypal to do this as I have rarely heard of this happening?

I haven't asked the seller why this has happened; all he said was that he has been on ebay for over a decade , and I can see from the number of stars that he's not a power seller

Any advice on how to proceed or what to write to keep the lines of communication open as he's waiting for me to reply would be greatly appreciated

And I was soo pleased to have won the item!!!!!!

 what kind of thing do I write Dan?  How do I get him to send the goods because he didn't want to once he found out about the 21 days cool off period.  I think the last thing he sold was about a year ago so would that qualify as a new seller?  Is ebay or paypal behind this?  I also don't want to be pushed into leaving pos feedback as a condition of him sending the goods out in case they are not as described.  thanks for your help

It's beyond frustrating and I've had it a couple of times with sellers who've had accounts for years but not sold for a while. As he has sold before he can call PayPal and they will usually wave the 21 day period.

It looks like he thinks if he sends the goods he will not get the money at all, which is not the case. If he contacts eBay and PayPal or reads the rules he will see that he will get the money once you have it or 21 days has passed.

The only other possible option if he still refuses to send the goods is wait a few days and open a case for him not sending the item and escalate it so eBay force him to do so.

Wire transfer is not an option, you lose all protection offered by PayPal and eBay do not recommend this option. 

Above all I am guessing that the sole Payment option he offers is PayPal. You have paid via PayPal so he cannot now change the terms and the 21 day timeframe is for him to address as a seller and not you as a buyer.

If he still says no then you can either open a case or call eBay and look to ask them to contact the seller and then I imagine he will change his tune.

hi from rereading his email to me it is quite clear that he understands that he will get the money after 21 days but this does not suit him   

My concern is that he'll just cancel  the transdaction  anway and refund whether I want it refunded or not but I think it is a good idea of yours to tell him to ring paypal and maybe add that no one is going to buy something using bank wire in another currency

Would like to mention neg feedback but don't want to be accused of blackmailing him

 should I mention that he can't change the conditions now to suit him or not ?

I'm sure it's always the way, you find an item you are excited about only to find out the seller is not always willing to comply!

This seller needs to understand that whether it be you or someone else until he calls PayPal or does a transaction he will have to wait the 21 days. 

You should say that the terms were as per his auction and you did all that was required and you have paid. He needs your permission to cancel and you can open a case and he would lose the case as you paid and eBay will not accept his excuse.

You're certainly not blackmailing him, he has to learn that you did 100% as per the rules and he now wishes to mess you about and change the terms. He knows all about it and is being an idiot.

Ship the goods and all is okay or refuse and get bad feedback!

while i agree with dan in principle, do not under any circumstances use his last line in any of your contact with the seller. if you even intimate that you'd leave negative feedback if he doesn't follow through, he'll have a great case to eBay for feedback extortion, and they WILL remove it. it's one of the thing eBay takes a hard line on. even if you're in the right it won't matter. just calmly and collectly tell him that paypal has his funds and if he contacts them directly he can get the waiting period waived, that this is SOP for paypal on occasion and reassure him all will be ok.

Ebay will NOT remove it if you never mention feedback. Therefore it's not extortion. But the seller trying to avoid ebay and paypal is a red flag that I am sure they would love to know about. 

agree 100% with all that! now it sounds like the seller is really just trying an end run around saving the fees. do NOT give up your eBay/PayPal buyer protection under any circumstance!

Michelle, I get it you really really really want this.. But its not going to do you any good to wire the money and then find out your emails going unanswered and your money is gone. You have done everything a good buyer should do. Yours was the highest bid, you won!! You send the money via paypal, this is the way the seller said he wanted to be paid. Please don't wire the money, I know you want it but, please don't do it. Make sure the emails are being sent from eBay that way there is record they can look at, don't send private emails! The seller is in violation of eBay rules, they say themselves say don't do this. Send him a simple message saying you bid, you won, you paid, end of story, remind him its in violation of eBay policy to do what he is asking and you will involve them if needed. That's all. If nothing happens send him a follow up email and copy it to Ebay so they are in the loop at that time.  Scott

I have spoke to paypal today, this is not true regarding the 21 days, what I will say to all buyers who experience this form of seller, be vary careful,  

Its not your fault ebay has flagged the seller. Therefore it shouldn't be your responsibility for him to avoid them. I would also be very nervous since ebay may be watching them for a reason. 

Trouble is it can be a pain for genuine sellers as well as they hold on to the shipping payment and expect you to have enough funds to ship they could at least have the decency to release the shipping cash, still i wouldnt pay by any other method... way too risky sleep on it the urge to spend despite the obvious risks will subside something better will come by it always does usually just after you have spent all your cash on somethin else 

The reasoning behind that decision is related to eBay's decision to have sellers give full refund (including shipping) for SNAD cases. If they released the shipping fee, they'd need to claw that back from a bank or whatever, if the seller didn't fulfill their obligation.
