Bill Clinton Experts? Is this signed bookplate real?

This is a signed bookplate in a copy of Between Hope and History and I am quite sure I got it in the late 1990s or very early 2000s.  I got for either 25 or 50 cents at a library used book sale.  I didn't even know the bookplate was in it until I got it home.  Does anyone know if this is a bookplate that was signed by him or an auto pen, secretarial or just plain forgery?
