I am not a Marilyn Monroe expert. But from examples I have seen, that does not look authentic to me. I think it is likely secretarial.

In a word "no". Nothing in it looks typical. I don't think it's even secretarial. 

Does anyone know the best place to get a genuine Marilyn Monroe autograph with watertight provenance/proofs for under £1000? really struggling to find one. 

For under a thousand bucks you'll be lucky even to find one with a provenance that's letting in water everywhere. I guess you might be able to pick-up a run-of-the-mill late 50s/early 60s Colonial Trust cheque for something around $1,000 at auction (e.g. RR) but I think even those go for more like $1,200 - $1,500. Then you have all those nice extras like buyer's premium, credit card charges and fantasy postal charges (I don't know what RR's terms are like but I've been stung enough elsewhere).   

My budget is max £1000 so in dollars $1468 

Unfortunately you will need a much , much bigger budget

Agree with Michelle, you need to save more money for a Marilyn
