This is a supposed contract where Frank Davis gave The Monkees the rights to use the interview of him. The contract wasn't for The Monkees to give Davis the rights to the interview of them.
Frank Davis needed to sign it, not The Monkees.
As for the autographs, they look all signed by the same person.
