Seems to be a photograph rather than an engraving, and at first pass looks good, especially with that provenance printed right on the bottom of the photo.

Engraving. no? Herman Darvick would be the member to ask IMO.

This FDR piece is being offered by HA with no reserve. The description called it an "engraving," so I'm just parroting what HA wrote in the description.

Regardless, I thought it would be a nice piece to own, given the price is reasonable. Although, the thought of paying all those "fees" is enough to scare me off.

Most definitely an engraving and a rather iconic one at that.   Here's a real one that Andreas Wiemer is offering currently (He literally wrote a book on Roosevelt's autograph!):
