I guess this is a letterhead with signatures. Normally when you see this many signatures on one item with a team, it's a stamp or autopen etc...This appears to be live ink on paper and I know it's hard to tell via a photo but I'm hoping a more experienced member has knowledge of either the item or the time period or team etc...Autos appear to have a slow appearance but look more natural in person.
