Just to put it in proper perspective, the comic book was issued in 1991/1992. The M's alone are much closer in style to his "transitional" style Ms in MM's signature of the 50s, early 60s. By 1990, MM hadn't written Ms anything like these Ms in at least 15 to 20 years.
