I don't think it's real. It looks like it was signed by the same person who wrote "Bob Dylan" below it. Compare the shape of the first 'B' and the 'y'.

Thanks Steve. Although it's a pretty good attempt, I think you're probably right. I was just looking through my folder of Dylan's that Roger didn't like and found this one. Looks like the same guy churned them out:

Both cuts with no inscription/dedication. Another red flag.
