Those papers are worthless. Andy Peters does not exist in three dimensions. The OP is not one I'd collect.
That signature on that paper is an "exemplar" at "Andy Peters" website. Mr. Ford has really muddied the field with his creations.

I don't care for the OP. I'm thinking possibly a reworking of an earlier creation.

It is very, very unusual to see a 1978 with a "tick" or apostrophe by the date. I'm not sure I have seen one actually. I have seen just one '76 and one '77 but those may be Ford works.

From what I can see and from what I have learned (from you mainly, Eric!) is that this is a little too clean (pretty) for Bowie’s hand.
Agreed, The "B" is wrong start to stop, the handwriting a bit flowery and lacking the spikiness seen in these years. While not impossible, the inscription is more often "my thanks", "with thanks", or the like. The second "h" appears uncomfortable. The numeral "7" often resembles an "F". And, thank you for the kind words :-)
It’s very unfortunate how tainted the Bowie market has become. Ask any tenured IP collector and his name always topped as one of the most difficult signatures to get. The hundreds of recent fresh ink exemplars that have flooded the market with these bogus LOAs have really created an impact on the good ones. No authentic Bowie should really sell under $500 given his historical signing habits. It’s just sad what one individual can do to an entire market.
