Don't do it.
You can not remove the ink with out leaving signs of what has been done. A brand new glossy print signed yesterday will show less damage, to the average person, collectors on here will still spot it. Older items, the ink will have really bonded with the surface.
Vintage photographs, magazine pages and covers will not stand up to the process.
You're possibly thinking of using one of the marker 'removal' pens, these are designed for ink based markers.
Paint pens or metallic pens have 'thicker' pigment, more force to remove means more damage.
I have one of the pens used to 'remove' ink in my hand right now. Speedry Magic Marker B100 Blender, used to move colours around and blend them on very smooth and hard surfaced Hot Pressed Marker paper.
They are only used to move ink around.
I imagine that no one on here will advise you to do this, and for good reason.

Foolish to remove that date - the start of the Bakersfield Road Races in the car that he died in four months later. Now it is not and never will be again. Tragic
You won't be able to remove this. Curious, did Eminem sign this? Doesn't matter who signed it lol but just wondering. You could make a 10x12 copy print of this Rolling stones cover and bond it to matboard and turn this into a frame project. Or you could try to find an unsigned copy of the magazine and cut out an outline of the signature portion with something like a cricut machine and see if the cut copy would blend in over the top of this magazine. If it was me, id just print out a few 10x12 copies and experiment in different ways. Its most important to keep this as is and lay something over the top non permanent. Sometimes I get carried away and end up doing things like this.. don't be me lol

Exactly. You won't be able to undo this. Very creative solutions Jason. One could find an unsigned copy, scan it, print it in b/w with low contrast on acid free matte paper and cut it as one would a mat and frame. The potential for creativity...
