Teddy Williams for $40?

I found this picture on Ebay and the seller has a 100% seller rating. It has a COA with it but it's from B&J Collectibles (after some research they don't seem to be the best) so that has me concerned so I figured you guys might know a bit more about it. Thanks for all your help in advance!

While B&J Collectibles did have some private signings and sold **some** authentic material, they were named in operation bullpen and were a major distributor of forgeries. In my experience, their mantles and Williams are rarely, if ever, authentic.
