They are aware they have to improve , there have been a lot of changes at the top for various reasons which has complicated  the  situation

I can think of at least  ATOL dealer who has gone completely rouge

They must not be strictly UK?    I noticed that the US dealership Tamino who has come up recently here is amongst their members (which you can see if you scroll down their page):

the majoirty are from UK.  My understanding is that those with 'connections' are able to  join from abroad, but only very select number
