It looks like there’s a repaired tear that affected Paul’s signature.

Well spotted. That whole area has a light tone to it. I hope it's not from the repair job.

It’s been restored with a “coating to the side of the signatures". Which means, it has more than likely been laminated. Think a Babe Ruth shellacked baseball, to one that wasn’t. This sold in December for 4,500 pounds and obviously was returned to the same auction house selling it now, because of the “coating” \not being mentioned in the original description in December. This card has bounced around over the years in several different auctions, including Barrett-Jackson in the States in 2007.

That tear wouldn't bother me. Nor does a set cleaned, repaired or restored. That set is incredibly rare and as long as the signatures weren't tampered with, I'd accept some restoration.

Now, the so-called 'lamination' would not be acceptable because, in my opinion, the signatures were tampered with.

If a seller says something has been restored that usually means big time restoration. Any serious seller would include a "before and after" comparison or at least describe the restoration in detail.

From the auction house:

“Hello,

The side that has the signatures on has had a type of coating which has gone around the signatures but as you can see from photo 10 it has gone on some of the signatures in areas. 

Kind regards, 

Bourne End Auction Rooms”

so it seems perhaps a tear was repaired and then they painted a preserver around the signatures which got on some of the signatures.

Sold at auction today for £2200 plus commission. Quite a drop from the previous sale price.  I guess declaring the true condition of a piece affects the sale price!
