These are the "Florida" forgeries.  They are sold at local auctions, estate sales, charity auctions, AtAuction.com, Ubid.com and other major outlets for forgeries.

They are bought and sold by people who have ZERO knowledge of autographs.

The worthless COA is from Chris "I Never Saw An Autograph I Didn't Like" Morales who is deservedly on Ebay's Banned COA list.

Morales started using the below generic COA when he started "authenticating (cough, cough)" forgeries for AlwaysAtAuction.com. 

AlwaysAtAuction.com (now AtAuction.com) sold thousands of forgeries on their website and they (AtAuction.com) continue to sell forgeries on a weekly basis.

Morales, who calls him a Forensic Investigator, is deservedly on Ebay's Banned COA list for the thousands of forgeries he has certed.
