I have no idea what his signature looks like, but just by looking at this example I see concentrations of ink at the tops and bottoms of all the strokes. Almost as if the signer was plotting his next move.
It has the form of a hastily signed autograph, but it looks very deliberately signed.
I own a couple of genuine Neil Young autographs, and I’m going to say no to this one also. The N in Neil isn’t bad, but it’s the Yg part that’s all kinds of wrong. His loop on the letter G is quite distinctive. The one posted in the OP is very different. As others say, I’ve never seen a legit example like it.
