Sorry to say that most of these promotions aren't primarily set up because artists care about fans. Some do care of course, for sure, but most of the time the primary objective is marketing (sales and ratings). UK sales count towards UK ratings. You only receive the signed item when you purchase a bundle of 3 physical copies of the album. Most fans don't need the same album on 3 different media. But it's 3000 (1000 x 3) physical copies sold counting towards the ratings.
