What is the difference between a pre-certification versus a quick opinion?

Just curious. Do they not basically have the same meaning?

I believe that pre-certification guarantees that an item will pass authentication, while an item that has received a positive quick opinion could possibly fail authentication.

pre certified meand he gave his approval its real but u don't get any paperwork for it

also keep in mind they never physicaly see the itiem its done through pictures

Scott Paul, here my dilemma and why I initiated this discussion. I'm still mildly irked over what happened to me on the Bay a few days ago. I'm trying to come up with a solution on how to proceed.

In a way I feel I was specifically targeted. Why? By whom? How do I protect myself? Is it going to get to the point that only those who do business with certain people/companies will be allowed to play the game?

If anyone at PSA actually looked at that Heston and "pre-approved" it then they have serious issues there.  I am not sure if they did or not.  If it was a quick opinion that the seller got that is just as bad. 

I do not blame you for be irritated at eBay and their haphazard (at best) "policing: of their site.  They refused to help me out a few years ago before the days of paypal when most sellers only took money orders or checks. I have no respect what so ever for eBay.  It certainly appears someone targeted you maybe a person with a competing listing? With the number of "Challton Heston" autographs on eBay right now where is that guy  (or gal) with those?  

I know there are a couple big sellers that have "pre-approved" either by JSA or PSA I suspect maybe they are big customers of theirs.

No that means it good and if u win it u can pay the fee and get the actual cert

It's also a chance to save money and/or avoid a darn vandalistic billboard sticker!

Just put the sticker on the back . I sold some stuff and had jsa put it on the back or they will put it on there coa with the photo of the item. 

How can that be an official authentication then?
