Mr. Darvick, Since this is dated 1944, The uniform looks to be an officer in the British Empire (not an expert on uniforms). On the autograph it looks to me a  "Pe" or an "Re" followed by Mitchell. Best I can do for you. Good Luck

I knew he wasn't an American, it was not dated with the month first. I could see, like you, that the last name appears to be "Mitchell." Thank you for your reply David. --- Herman

Thank you, Eric. I know he signed 16.10.44, but who is he?

That top design (crown) on the cap is British commonwealth. I'd focus on the flower beneath the crown to figure out where specific.

The shoulder emblem might be more clear on the original photo. That's a good place to search as well.

I asked a friend of mine who is very much into military history. He has said the only one he can find was a GC Mitchell or Geoffrey Charles Mitchell who was a rear-Admiral in the British Navy in WW2. No idea if it's him or not but hopefully, it may help.

The man is Sir Philip Euen Mitchell, who was Governor of Uganda at the time!
