I think it's likely glued down. If the seller glued it down in one area, just a touch of glue, he would not need to glue it anywhere else. Even if the glass was flat against the paper, and I don't think it is, it probably would have shifted over time. Plus the seller doesn't want to take it out of the frame—and he's paying for shipping!

As we discussed, if he'll send you a photo of the back you should be able to tell if it's a print.

Agreed. The bottom arrow shows possible glue residue. The top arrow shows a spot that I couldn't find on the Worthpoint one, but it could have been the lousy image.

I think its good. The seller has zero feedback AS a seller, telling me he/she is probably selling some items out of need.  Not what you would expect from a scammer.  

That’s a very good point.  ZERO feedback as a seller with a total of 615 transactions all involving him making purchases.  He hasn’t been scamming with this ebay account so far apparently.

Based on the sellers, most who specialize in albums and ephemera, this could be an account to buy "raw materials."

Good point Terrier, and he also sells serious items of Paul and the Beatles. Look at his sold items: promo box set of "Back To The Egg" sold for $180. And at his current items for sale you can see authentic "Back To The Egg" ultra rare picture disc (only serious collectors have it). 

That’s Worthpoint’s watermark. Looks like a hole tho.

I checked about 50 of his feedback listings and only 2 had more than a couple of autographs. Most had unsigned albums, programs, and such.

Did Paul tend to sign a lot on bound notebook paper? The last one he bought from had these:
