Looks pretty clearly to be Robert Longshore Barber.

But that name doesn't come up in Google.

No ideawho that is, sorry, but the photographers/photography studio Norton & Bennette San Diego  seem to have only been in business from 1907-1909

I am not a member of Ancestry, so I only have access to whatever information they are willing to make available for free, but it’s a fair bet this is your man:

I see no reason to suspect he was ever famous.  To my eyes, this looks like a private portrait.  The signature, if it is even his, was likely added for documentation purposes.
