Appears to be deliberately applied. And a bit too fresh looking and "bleedy" for my taste.
The only I have ever read about Jim Hayes is on the Coach's Corner Auction site.
In other words, I have yet to see an authentic autograph with a COA from Jim Hayes.

UACC Registered Dealer, I believe. Not that this means a ton anymore.
Nope.
Below. COA from Jim Hayes.
Crap.

UACC Registered Dealer # 72. One of those dealers who's been around forever, and the 90's style website shows it. http://www.hayesautographs.com
I will have someone from the UACC Contact Jim. I don't know Jim or what is going on here, but bear in mind they also have bogus "Barry Halper" COAs on that site as well. Totally manufactured. Until it is confirmed, I would not assume they actually came from Jim Hayes.
True. It's hardly worth taking CC's word for it.
Steve, if they (Coach's Corner) are using his COA to sell forgeries, then I would hope that he (Hayes) takes action on it.
I will also add, that it's been going on for quite awhile now.
Could have been signed with a faulty fountain pen but there is something about this signature that bothers me. Proceed with caution.
It's got some of "that look" which I don't like. Clean, fresh, undedicated, bleed, strange "cut" (see Steve's initial comment)...odd look. I'd veer away just on condition...or "condition"...
