It is 5 am, to my weary eyes it seems the easiest place to start would be the cert - is that really Mr. Epperson's signature? It looks rather different. I also note the "c" in "certify" is capitalized in the text, the written date seems written formed differently as well.

This cert is a fake. I will contact Ebay and have the item removed. Mine have a red border too.

It is an odd choice. I can see the notion, but it now requires two forged signatures as well as at least one item of certain paper, feel and font (supposedly). It seems to me most folks who "fall" for the main sig will believe the cert w/o question, I don't know. Not all surely. This can't be new at all - fake slabs for coins...so much. Get something printed, show it in the right place, and folks will believe almost anything. Wait for fake auction catalogs. Oh, uh...

The seller has two negative feedbacks related to MJ auctions in the past. Also, the photo used for proof in MJ auction 262195230096 looks faked to me.
Indeed - looks like that stationary has been assisted as well as other things...bet it shows in Photoshop.
