I guess that may have been done to prevent the cert from being misplaced. Not the best of ideas. With that said, I would leave it exactly as received.

Is it an authenticator whose COA actually means anything? Is it a signature where the COA actually means anything? Can it be removed without damaging the book?

The odds are that it was the seller who did that, not the authenticator. Without the answers to the above, there's nothing I can offer beyond that.

It actually came with 2 COA's. One is highly respected. The other not as much. The lesser esteemed one was taped. Maybe it was the seller who did it. I prefer not to name any companies. It just bothers me knowing that it's taped there. However, I suppose in a way it's like having tamper proof decal. (I try to tell myself)

Sounds like you know what you want to do. Tape can usually be removed if done carefully. Google it.
