It's ink and not a stamp or print, along with that bit... I know it was framed in 1955.
Celebrity graphs are more my speed, any presidential collectors want to weigh in so that I can tell him if it is worthy of re-framing?
Didn't match the sources I found for secretarial signatures, but I can never tell if I am seeing all the material available.

In my opinion, it is not an authentic signature of Dwight D. Eisenhower. It appears to be based on the post-presidential (1960s) Gettysburg metered franking signature.
When Eisenhower left the White House in 1961 for his Gettysburg home (bought in 1950), he id not sign a signature for an Autopen. One of his assistants signed his name "Dwight Eisenhower" which was used to sign his name. I have never seen an authentic Eisenhower signature without his middle initial.
